Elysian Heights Arts Magnet hosts a fun school event that's open to the public.  The Dia de los Muertos & Harvest Festival offers food, drinks, games, crafts, face painting, a kid-friendly haunted house, and petting zoo.

Admission is free. Food and games cost $1-$5. Tickets are on sale at the festival.  

Street parking only. Expect to walk a block or two, but the lovely neighborhood is nestled in the scenic Echo Park hills.
