The Downtown Torrington Cultural District presents Halloween Hoopla! Kids can take part in trick or treating at local businesses, games at Franklin Plaza, a Haunted Room at the Nutmeg Fudge Co. and a Graveyard Tour hosted by the Torrington Historic Society (extra for tickets).
