Talk about a howling good time...Halloween is going to the dogs in Northern Liberties for the Hound-O-Ween Fall festival. Philly's biggest Halloween dog costume contest will feature pups from around the city strutting their stuff for a chance at a $500 prize. 

All proceeds benefit Street Tails Animal Rescue.
