If you already have plans on December 31st, but want to celebrate New Year's Eve with your kiddos, then hop over to the Central Library in Anaheim for this early celebration. Kids create party hats, count down to noon, and toast with fancy apple juice.  Plus: balloon play! All the fun takes place in the Central Children's Room.
